Add "Comment" Blocks in Editor(s), with "display: none" in a rendered email.

Ability to include "comment" blocks within the editor... that do NOT display in a rendered email...

These could be used to guide new users through the process of customizing an email template, in a QuickSend, Scheduled Send ... while minimizing the risk that these comments (ie. "instructions" on how to personalize or customize a template) are included in a rendered email. 

Currently, if you include comments or instructions in an Email Template, you MUST delete them before sending... And for QuickSends, this is all too easy to occur. (See ticket 95862)

These "comment" blocks would not be displayed in previews, and ignored when the email is rendered for sending.
