Email scheduling to have staggered send times

Other email solutions have the ability to stagger the sending of emails from one marketing list. 

As a real life example: 

I want to send an email out to 1000 contacts and then have my telemarketing team follow up with phone calls. If I send out 1000 in one go, this is unmanageable for the telemarketing team. With ClickDimensions I would have to split the 1000 into separate marketing lists and then run an email send per list - this is an admin heavy task and results in an unnecessary amount of lists.

It would be good to have the option to stagger the amount of emails going out and choose the day/time/% of list so that we can always work from 1 marketing list. This is also known as throttled sending.
