Prepopulate fields on forms before sending emails to contacts

That contacts can see their preferences which they provided in the past, it is required, that these fields are prepopulated via Profile Management Data Sync based on assigned Marketing lists, on which these contacts need to be listed before the sync. At our company we offer a newsletter registration form on the website and via email links, if contacts open the web form, they should be able to see their provided references. In case that a new contact submitted the form, the contact will be created in CE and added to the Marketing list which is assigned to the Profile Management Data Sync. That the newly added contact is able to see his provided preferences on the web form, it is required that the Profile Management Data Sync is deployed again. As it is impossible to deploy the data sync on a regular basis manually as soon as new contacts have been added, it would be great if this could be managed via workflows, which are triggered by newly added contacts or even more sophisticated that the Data sync gets automatically triggered as soon as any assigned Marketing list is used for a mailing. Like this it should be ensured, that the mailing is sent earliest, after the data sync has been triggered and completed, that the contact can find his preferences next time he opens the form.
