When fields that are required are not completed only the first field has an error displayed. If they fix that error and re-submit the next field with validation problems displays an error and so on.. This causes significant user frustration.
All fields with validation errors should display the error on submit.
In addition of those fields are offscreen at the time of submitting the form there is no indication to the user that there has been an error at all. We have several issues with users indicating the form is broken as they submit it and nothing happens and no error is displayed.
