Email Reporting Read-Only User Roles

We have a need for Email Reporting Read-Only User Roles for our organization's Marketing Managers who represent different business units.

These user strictly require email reporting read-only access - access to send report, click report, heatmaps, etc. Currently we don't see this as an option and we're having difficulty building a custom role to meet these limited reporting-only platform requirements.
