Custom HTML Form and Survey Components

I would like to request the ability to create custom HTML form/survey components to be available from our component list.  We need the ability insert standard disclaimer statements and elements to all of our forms. It would be more efficient if we could save these once much like we do with questions, and have them available from our list to drag in each time.  I checked with support, who confirmed this feature doesn't exist, and they suggested I post a request here.
