This will assist in getting participant at certain stages of a campaign to be resumed if an error, such as a "timeout" occurs.
At this stage users need to start at the beginning of a campaign when they were almost at the end, for instance if they were getting emails at different times of the year if this fails then users will be able to continue with the last email they did not receive at the time of any error that caused them to be failed.
