Enabling Compliance BCC Emails

Our organization is heavily regulated (financial services) and we must evaluate all outbound email messages for compliance. One approach would be to enable compliance BCC emails. This feature would automatically send a hidden copy of each outbound email message to an email address we specify (such as a compliance mailbox.

Utilizing the CRM record of a sent email + the template of what was sent isnt good enough for our regulations (FINRA).�

In other word, when looking at a Sent Email record, can we see a reflection of the actual content that was sent to the recipient? I.e. actual values from merged fields instead of looking at the generic Email Send record which contains the merged field value? I'm looking for this as a compliance requirement.
